Ontario’s is addressing housing crisis by introducing new legislation

Ontario is introducing new measures to ease off housing shortage by allowing home owners and developers to create secondary rental units. It will be a lot easier and cheaper to add new residential units above garages, in the laneways and basements to house more families.
Does that mean town planning is ditched and no you can build a shed and rent it to a family???
Is there a better solution to provide affordable housing in Ontario?
